BII to Mobilize $1.6 Billion for Climate Finance in Southeast Asia

According to details shared by the development finance institution, approximately half of the total $1.6 billion commitment will be provided directly from BII’s own balance sheet. The remaining capital is expected to be successfully mobilized from private sector investors, leveraging public development funds to unlock significantly larger pools of private institutional capital for sustainable infrastructure throughout the region.

The planned investments will target a broad spectrum of critical sectors essential for a green economic transformation. These include renewable energy generation, advanced electricity transmission networks, electric vehicle (EV) infrastructure, modern waste management systems, and sustainable water infrastructure. By directing capital into these vital areas, BII projects that the initiative will add an estimated 1.8 gigawatts (GW) of clean energy capacity to the region’s grids. Furthermore, the targeted projects are projected to avoid nearly 1.7 million tonnes of carbon emissions, contributing meaningfully to global and regional climate mitigation goals.

This sweeping new financial commitment builds upon BII’s established track record in Southeast Asia, following nearly $400 million in climate finance investments deployed by the institution between 2023 and 2025. During that earlier period, BII backed a variety of notable renewable energy companies, financial institutions, and specialized investment funds. Its past partners and investments in the region include ib vogt, Skye Renewables, the Asian Development Bank, VPBank, HDBank, and Xurya, alongside targeted funds such as Pentagreen Capital’s Green Investment Partnership, Gresham House’s SUSI Asia Energy Transition Fund, and the 100×100 Impact Fund I.

Data provided by the institution indicates that BII’s existing infrastructure and climate portfolio in Southeast Asia has already delivered tangible environmental and economic dividends. To date, these investments have supported approximately 358 megawatts of operational or installed clean energy capacity, generated more than 556,000 megawatt-hours of renewable electricity, and avoided approximately 368,000 tonnes of carbon emissions. Beyond environmental metrics, the portfolio has also delivered positive social impacts by supporting more than 2,000 jobs, encompassing both permanent operational roles and temporary construction positions critical to local labor markets.

A significant proportion of the newly announced financing will be channeled through British Climate Partners (BCP). BCP is a specialized climate finance initiative that was launched earlier this year by BII, specifically engineered to mobilize investment into high-growth, carbon-intensive economies across the broader Asian continent where the need for rapid decarbonization is most acute. By utilizing specialized vehicles like BCP, BII aims to address the structural hurdles that often deter private capital from entering emerging markets, thereby creating clearer pathways for institutional investors to participate in the green transition.

Highlighting the strategic importance of the new commitment, Leslie Maasdorp, Chief Executive Officer of BII, emphasized the organization’s regional focus and overarching mission.

"Our singular focus for the South-East Asia region is to fund climate finance projects that will contribute to the region’s clean and sustainable economic future," Maasdorp said. "The global challenge of the climate emergency knows no borders. That’s why we are committed to powering economic growth in the region, while driving emissions down and delivering a return for the UK taxpayer."

The announcement comes at a time when Southeast Asia’s energy demand is rising rapidly alongside its economic expansion, making the deployment of sustainable infrastructure an urgent priority for governments and international financial institutions alike. By bridging the gap between public development mandates and private investment appetite, BII’s $1.6 billion initiative aims to position the UK development finance institution as a leading catalyst for green growth in one of the world’s most economically dynamic and climate-vulnerable regions.
